Grow, innovate, and generate progress: Harness your expertise to solve challenges and celebrate success!

Job Summary
JCS is hiring a Vice President, Strategy & Technology to join the executive leadership team, reporting to the Chief Executive Officer. The role carries a dual mandate: set the company's technology strategy, solution architecture, and innovation direction, and grow the business across priority federal markets. It suits a leader who pairs deep technical judgment with a proven federal capture record and wants accountability for both.

What you will do

Technology strategy and architecture
  • Own JCS's technology strategy, innovation roadmap, and reference architectures across cybersecurity, cloud, AI, digital modernization, and mission platforms.
  • Serve as chief solutions architect on major pursuits, with final technical authority over solution design, technical volumes, and oral presentations.
  • Build and govern repeatable offerings, technical differentiators, and a technology partner ecosystem that set JCS apart in competitive federal markets.
  • Track emerging technologies, agency mission priorities, and acquisition trends, and turn them into investment decisions for JCS's growth roadmap.

Artificial intelligence

  • Lead JCS's AI strategy, spanning AI-enabled offerings for federal customers and internal adoption in areas such as capture analytics, pipeline intelligence, and proposal development.
  • Set practical standards for responsible AI use in federal environments, including classified and mission-critical settings.

Growth and capture

  • Lead growth initiatives across priority federal markets, including DoD, the Intelligence Community, DHS, federal health, and civilian agencies.
  • Develop and execute account growth strategies aligned to JCS's core capabilities in cybersecurity, secure modernization, AI-enabled decision intelligence, cloud, infrastructure, and mission technology services.
  • Shape and qualify major opportunities, including IDIQs, task orders, recompetes, and new business pursuits.
  • Act as capture strategist and executive sponsor for priority opportunities, guiding customer engagement, competitor analysis, win themes, solution positioning, teaming, pricing strategy, and proposal readiness while capture and proposal staff run day-to-day execution.
  • Build and maintain trusted relationships with federal customers, industry partners, technology providers, and teaming partners.

Leadership

  • Build and lead the solutions and growth organization, and mentor capture, business development, technical, and delivery leaders across the company.
  • Partner with operations, delivery, recruiting, contracts, and finance to align technical solutions, staffing plans, pricing assumptions, and execution approaches.
  • Own the B&P and technology investment budget for the growth organization
  • Shared executive accountability for company technical growth targets, pipeline health, and win rates, supported by pipeline analytics, market intelligence, and disciplined CRM practices.

What you will bring

  • 15+ years in federal technology services spanning cybersecurity, digital modernization, cloud, enterprise infrastructure, or mission technology.
  • Demonstrated success leading growth, capture, solutioning, or business unit strategy in the federal market.
  • Hands-on architecture depth across enterprise infrastructure, cloud, and classified environments.
  • Proven record winning and managing large federal opportunities, including IDIQs, task orders, and complex solution-based pursuits.
  • Strong command of federal acquisition, the capture lifecycle, proposal development, teaming, and pricing strategy.
  • Executive experience leading cross-functional teams across growth, solution architecture, operations, delivery, contracts, finance, and recruiting.
  • Ability to translate technical capabilities into mission-focused value propositions and winning proposal strategies.
  • Excellent executive communication skills, including customer briefings, proposal reviews, oral presentations, and board-level updates.
  • Active Top Secret/SCI clearance, or a prior TS/SCI with eligibility for reinstatement, strongly preferred.

How will you wow us

  • Prior P&L ownership or business unit leadership in the federal services market.
  • Experience scaling a federal IT services organization or practice area.
  • Recognized thought leadership, such as publications, patents, or industry speaking.
  • Strong relationships across DoD, IC, DHS, federal health, or civilian agencies.
  • Experience building innovation hubs, technical roadmaps, strategic partnerships, or partner ecosystems.
  • M&A due diligence or post-acquisition integration experience.
  • Experience with CMMI, ISO, quality management, or cybersecurity compliance initiatives.
  • PMP, CISSP, or other relevant technical, cyber, or program management certifications.
  • Experience with CRM implementation, pipeline governance, market intelligence tools, or data-driven capture analytics.

Location and other details

  • Location: [Hybrid / Northern Virginia area], with travel to customer sites and industry events as needed
  • U.S. citizenship is required due to the nature of the federal contracts supported.

Voluntary Self-Identification of Disability
Voluntary Self-Identification of Disability Form CC-305
OMB Control Number 1250-0005
Expires 07/31/2029
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
