Summary:

We are seeking a dynamic and experienced Business Development and Capture Executive - Civilian to join our team, focusing on expanding our growth within the civilian sector.  The ideal candidate will have a demonstrated history of success in growth and capture within federal civilian agencies, particularly in the federal health sector. The candidate should also possess extensive experience and established relationships within federal agencies with a health mission; a proven history of leading and securing high-impact programs; and experience working directly with senior-level clients to shape and transform efforts.
The candidate should have leadership and management skills to oversee capture processes, a passion for team and client success, and the ability to plan for long-term success.
The candidate must possess strong communication skills and the ability to build relationships with clients, partners, and staff. They should have experience managing challenging situations, developing high-performing teams, and presenting our solution offerings and value proposition. Experience working within a complex, cross-functional organization is essential.

What you will do:

Key Responsibilities:
  • Develop and execute comprehensive capture strategies to win new business and expand JCS Solutions' presence within the federal civilian sector.
  • Compile, assess, and validate customer requirements to create differentiated win strategies.
  • Identify and pursue new business opportunities, leveraging existing relationships and building new connections within the civilian sector.
  • Work closely with our Shared Services and lateral business units to ensure seamless integration, alignment and positive culture
  • Collaborate with internal teams and partners to develop tailored solutions and proposals that meet the unique needs of existing and prospective clients.
  • Lead and manage the full capture and growth lifecycle, including opportunity identification, qualification, capture, proposal development, and contract negotiation.
  • Participate in and lead internal gate reviews, ensuring adherence to established processes and best practices.
  • Stay abreast of industry trends, competitive landscape, and emerging technologies relevant to the federal civilian and health missions.
  • Maintain a deep understanding of the federal civilian organizational structures, procurement processes, and decision-making hierarchies.
  • Develop key client relationships across the sector and create formal networks with key decision makers and serve as external spokesperson for the company
  • Represent JCS Solutions at industry events, conferences, and meetings with key stakeholders.
  • Provide regular updates and reports on business development activities, pipeline status, and strategic initiatives to senior management.

To be successful, you should have:

Qualifications:
  • At least 10 years of experience with the federal civilian agencies as a contractor, civilian or military member and at least 5 years of combined relevant experience to include the following roles: Capture Manager and Business Development. Experience working with the National Institutes of Health and Department of Health and Human Services is preferred.
  • Demonstrated track record of growing existing accounts and penetrating new accounts.
  • Experience with IDIQ/GWAC vehicles preferred
  • Proven track record of successfully capturing and managing large NIH/HHS and other federal civilian contracts.
  • Strong understanding of the federal health markets, challenges, and procurement processes.
  • Exceptional communication, negotiation, and interpersonal skills.
  • Ability to work independently and collaboratively in a fast-paced, dynamic environment.
  • Contribute to the growth of the company through capture and proposal writing.
  • Must have experience calling on civilian agencies, preferably as a military member or federal civilian
  • Must have the ability to communicate and represent JCS professionally
  • Must have experience with federal civilian health accounts with a focus on IT and cybersecurity programs
  • Ability to travel and represent JCS, if necessary, to attend conferences key planning meetings

Desired Qualifications:
  • Experience as a Program/Project Manager and experience developing LOEs, Staffing Plans, and writing proposals
  • Experience with some of the following customers: NIH, NIH Institutes and NIH Centers
  • Bachelor's or higher degree (IT/Cybersecurity field preferred, but not required)
  • Must be able to lead and control meetings and bring groups of diverse personalities to consensus.
  • Proven ability to work across organizations with effective communication, leadership, and project management skills
