Job Summary
JCS Solutions is seeking aAccount Creation Specialist responsible for managing the complete lifecycle of user identities and access across the AFNCR enterprise. They will serve as the primary authority for provisioning, modifying, and de-provisioning user accounts, ensuring that all personnel have the exact system access required to perform their national defense missions.

This role requires strict adherence to DoD security policies, ensuring that all access is properly authorized, documented, and compliant with least-privilege principles. The Account Creation Specialist will utilize tools such as Active Directory, Microsoft Exchange/Office 365, and Identity Access Management (IAM) systems. They will work closely with Unit Resource Advisors (URAs), Security Managers, and the Walkup Help Desk to streamline the onboarding and offboarding process, utilizing the Remedy Action Reporting System or ServiceNow to track and coordinate all access requests.

  What you will do:
  • Serve as the primary administrator for creating, modifying, disabling, and deleting user accounts within Active Directory and associated enterprise systems.
  • Provision and manage Microsoft Exchange/Office 365 mailboxes, shared mailboxes, distribution lists, and security group memberships.
  • Process user onboarding and offboarding requests accurately and efficiently to meet established Service Level Agreements (SLAs).
  • Verify user security clearances, training certificates, and System Authorization Access Requests (DD Form 2875) prior to granting network or application access.
  • Diagnose and resolve account-related issues, including account lockouts, password resets, folder permission errors, and Active Directory synchronization issues.
  • Map, troubleshoot, and support Common Access Card (CAC) and Public Key Infrastructure (PKI) certificate integration with user accounts.
  • Utilize ITSM platforms (ServiceNow, Remedy) to enter, document, track, route, resolve, and close all account creation and access modification tickets.
  • Perform routine audits of Active Directory to identify and disable dormant accounts, ensuring continuous compliance with DoD cybersecurity directives.
  • Assist in developing and updating Standard Operating Procedures (SOPs) related to account provisioning and identity management workflows.
  • Coordinate with Tier 2/Tier 3 engineering teams to resolve complex identity federation or role-based access control (RBAC) issues.
What you will bring: 
  • High School Diploma or equivalent and a minimum of five (5) years of relevant IT administration or Identity Access Management experience (additional years of experience will be accepted in lieu of a degree).
  • Strong hands-on experience navigating and managing objects within Microsoft Active Directory (AD) and Office 365 admin centers.
  • Solid understanding of NTFS file/folder permissions and Role-Based Access Control (RBAC).
  • Experience troubleshooting and supporting CAC authentication and PKI mapping.
  • Hands-on experience with ServiceNow, Remedy, or similar ITSM platforms for ticket management.
  • Strict attention to detail and adherence to security compliance processes (e.g., handling DD Form 2875s).
  • Strong verbal and written communication skills, with the ability to assist users clearly and professionally.
  • Active DoD Secret Security Clearance.
  • Current CompTIA Security+ certification (DoD 8570 IAT Level II compliant).

At JCS Solutions, compensation is based on a number of factors such as location, qualifications, and applicable contract terms. The general salary range for this position is as follows: $70,000.00 - $80,000.00
