Human Resources Director

JCS Solutions is looking for an experienced, energetic, and dynamic individual to develop and administer policies relating to all phases of human resources. The successful candidate will work with the management team and lead all human resource operating activities such as policy development, performance management, recruiting, compensation, benefits, HRIS, legal compliance including employee services, relations, human resources administration and organizational duties. Responsibilities:

The specific duties include but are not necessarily limited to the following:
  • Develops and administers company-wide human resources policies, procedures, and practices in accordance with stated corporate objectives and federal and state legal requirements.
  • Promotes positive employee relations through design, communication, and interpretation of human resources policies, procedures, and programs.
  • Develop and manage recruiting strategy in coordinator with management/business line owners. This may include job posting optimization, recruiting marketing channel development, job board procurement, digital and non-digital employment marketing, comprehensive recruitment campaign planning, talent planning, and other sources.
  • Coordinates employee-relations activities and programs including but not limited to employee counseling, interpretation of policies, new employee orientation, and employee recognition programs.
  • Responsible for successfully implementing HR policies and procedures at all levels and locations.
  • Manage the HR policies, procedures, and processes to determine effectiveness and efficiency of each.
  • Defines, develops and manages job classification and position description framework consistent with the company’s core capabilities.
  • Ensures the company complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to government contracting-specific HR and staffing requirements; advising management on needed actions.
  • Perform employee outreach and relations to ensure a high level of employee satisfaction and minimum voluntary attrition through activities, initiatives, and communication.
  • Collateral duties may include Facility Security Officer (FSO) responsibilities.
Desired Skills and Experience:
  • Experience working in a government contracting in a multi-state environment.
  • Knowledge of HR policies and practices (multi-state), recruitment and retention.
  • Experience with Affirmative Action Plan, EEO-1, Vets 4212 filings.
  • Experience with HR related software applications.
Required Skills and Experience:
  • Minimum 6-8 years of progressively complex human resources experience required; 3+ years experience in a management level role.
  • Bachelor’s degree in human resources, business administration, or similar field.
  • Strong understanding of on-boarding, retention, and off-boarding procedures.
  • Experience with developing and maintaining employee handbook.
  • PHR/SPHR or SHRM-CP/SHRM-SCP Certification & SHRM membership desired.
  • Clear and concise interpersonal communication
  • Ability to work at both strategic and tactical levels, within managerial/leadership and non-managerial employee groups.
  • Strong problem solving skills and experience.
